Acting President’s Report

INTERNAL
On June 28, I had the pleasure of
addressing the graduates (students from
Quebec and Japan) of the College’s
Summer Language Institute on building a
dynamic, international community of
learners. A significant number of
‘homestay’ families attended this
successful event.
Also on June 28, the President’s
Council had its inaugural meeting. During
this meeting, it was decided the Finance
Committee would hold its inaugural
meeting prior to September with Director
of Finance Karen Maynes as Chair.
As many are aware, the granting of
statutory authority to the Education
Council, the consequential amendments to
College Board structure and authorities,
and the establishment of the President’s
Council have created a bona fide
bicameral system of College governance,
separating executive powers delegated by
the Board out of the ‘education’
environment and into the President’s
Council. In most respects, these changes
created a redundancy.
Therefore, on July 2 College
Management had its final meeting,

the College Duplicating Centre. The next
issue will appear on September 3.
Deadline for submission for next issue is

On July 3, I met with the Presidents of
the DCFA, BCGEU, and DCSS to discuss
concerns regarding their lack of
membership on the President’s Council.
The Council is made up of College
officers who possess specific authority
and accountability delegated to them
through the President. This is not the case
with the identified interest groups. I am
sensitive to the significance of this issue
for each of the Presidents and appreciated
what I believe was a very open, respectful,
and trusting meeting.
In other internal news this month, it
has been decided that Marian Rossell,
Director of the Thomas Haney Centre, will
have her role extended to include work
with the David Lam Campus community.
EXTERNAL
On July 2, Al Atkinson, Mia Gordon,
Marian Rossell, and I were hosted by Tom
Harris, Superintendent of the Coquitlam
School District. Rick Carruthers
represented Dennis Thierian,
Superintendent of the Maple Ridge School
District. This meeting produced several
agreements on collaborative efforts,
including:
¢ Accelerated work on articulation
arrangements with the Coquitlam School
District.
¢ Joint market surveys, market analysis,
and planning of educational opportunities
in the northeast ‘corridor’, i-e., Coquitlam
through Maple Ridge.
¢ The provision of technical details and
briefings to Tom Harris on the College’s
choice and application of learning
technologies at the David Lam Campus.
This will assist the Pinetree Secondary
School (opening September, 1997) in
acquiring technologies and also provide
the groundwork for potential joint
applications.
On July 4, I had the pleasure of hosting
a group of Chinese artists during a visit to
the new campus. Appreciation is directed
to these members of our community, Tony
Cheung of the Canadian Imperial Bank of
Commerce who arranged the meeting at
his office, and Douglas College
Foundation staff.
I followed up a letter of June 27 to
Surrey Metro Savings Credit Union with
a meeting. The Board of Directors, CEO,
and Vice-Presidents have approved a
‘pilot partnership’ with the College which
will provide the Citation portion of the
Financial Services Studies Program to 20
selected Surrey Metro employees. This
represents a very significant recognition
of the Faculty of Commerce and Business
Administration in banking and finance.

draft framework agreement for support
staff. We are currently seeking
clarification on a number of issues.
Negotiations with the BCGEU (local) are
ongoing.
Janet Knowles has been engaged as a
consultant on a World Bank project in
Pakistan. The pioject involves
encouraging the participation of women
in the economy through education and
training. 5

Mia Gordon and myself have been
engaged as mentors for two SFU students
enrolled in a course in educational
leadership.
On July 8, I had the pleasure of
hosting a luncheon for representatives of
the Samsung Corporation from Korea.
Douglas College is providing English
Language Training for 30 of their design
consultants.
From July 9-13 I attended the General
Meeting of the International Consortium
for Educational and Economic
Development in Guanajuato, Mexico. I
was able to meet with our partners in the
North American Student Mobility Project
to finalize plans for student exchanges to
start in September, 1996. The meeting
also allowed participants to explore
trilateral and bilateral partnerships in
contract training and community
economic development. I was confirmed
as a member of the Executive Committee,
replacing Susan Hunter-Harvey as
Secretary. |

concluding its affairs and handing over
responsibilities to the President’s Council.
The College Operations Group similarly
has concluded its affairs; College officers
associated with this group will work with
the President’s Council in the future.
On July 3, I met with the Presidents of
the DCFA, BCGEU, and DCSS to discuss
concerns regarding their lack of
membership on the President’s Council.
The Council is made up of College
officers who possess specific authority
and accountability delegated to them
through the President. This is not the case
with the identified interest groups. I am
sensitive to the significance of this issue
for each of the Presidents and appreciated
what I believe was a very open, respectful,
and trusting meeting.
In other internal news this month, it
has been decided that Marian Rossell,
Director of the Thomas Haney Centre, will
have her role extended to include work
with the David Lam Campus community.
EXTERNAL
On July 2, Al Atkinson, Mia Gordon,
Marian Rossell, and I were hosted by Tom
Harris, Superintendent of the Coquitlam
School District. Rick Carruthers
represented Dennis Thierian,
Superintendent of the Maple Ridge School
District. This meeting produced several
agreements on collaborative efforts,
including:
¢ Accelerated work on articulation
arrangements with the Coquitlam School
District.
¢ Joint market surveys, market analysis,
and planning of educational opportunities
in the northeast ‘corridor’, i-e., Coquitlam
through Maple Ridge.
¢ The provision of technical details and
briefings to Tom Harris on the College’s
choice and application of learning
technologies at the David Lam Campus.
This will assist the Pinetree Secondary
School (opening September, 1997) in
acquiring technologies and also provide
the groundwork for potential joint
applications.
On July 4, I had the pleasure of hosting
a group of Chinese artists during a visit to
the new campus. Appreciation is directed
to these members of our community, Tony
Cheung of the Canadian Imperial Bank of
Commerce who arranged the meeting at
his office, and Douglas College
Foundation staff.
I followed up a letter of June 27 to
Surrey Metro Savings Credit Union with
a meeting. The Board of Directors, CEO,
and Vice-Presidents have approved a
‘pilot partnership’ with the College which
will provide the Citation portion of the
Financial Services Studies Program to 20
selected Surrey Metro employees. This
represents a very significant recognition
of the Faculty of Commerce and Business
Administration in banking and finance.

INTERNAL
On July 9, we received Mr. Dorsey’s
draft framework agreement for support
staff. We are currently seeking
clarification on a number of issues.
Negotiations with the BCGEU (local) are
ongoing.
Janet Knowles has been engaged as a
consultant on a World Bank project in
Pakistan. The pioject involves
encouraging the participation of women
in the economy through education and
training. 5
EXTERNAL
Mia Gordon and myself have been
engaged as mentors for two SFU students
enrolled in a course in educational
leadership.
On July 8, I had the pleasure of
hosting a luncheon for representatives of
the Samsung Corporation from Korea.
Douglas College is providing English
Language Training for 30 of their design
consultants.
From July 9-13 I attended the General
Meeting of the International Consortium
for Educational and Economic
Development in Guanajuato, Mexico. I
was able to meet with our partners in the
North American Student Mobility Project
to finalize plans for student exchanges to
start in September, 1996. The meeting
also allowed participants to explore
trilateral and bilateral partnerships in
contract training and community
economic development. I was confirmed
as a member of the Executive Committee,
replacing Susan Hunter-Harvey as
Secretary. |
